Key Staff

Mike Elliott, director of power generation and transmission

Mike directs DEA’s power generation development and transmission line services. He also serves as project manager and provides QA/QC and special studies. Mike has more than 30 years of experience, and offers expertise in system planning, design, economic analysis, equipment selection, SCADA systems, and system protection and coordination. He also has expertise in system mapping, system stability, design, and construction inspection, in addition to AC interference calculation and mitigation studies. Previously, with Ida-West Energy Company, the non-regulated subsidiary of IDACORP, he was director of development and senior project manager. He has also worked as the division manager, industrial and energy systems group, for CH2M Hill, Boise.

Dana Siegfried, senior project manager

Dana has extensive experience preparing Applications for Site Certificate (ASC) Exhibits, and findings for projects such as the ASC for the Klondike III wind project, the Scenic Vista wind project, the Port Westward Generating Facility, and the Coburg Generation project for Coburg Power, LLC. She excels at managing large, complicated and time-sensitive projects, and, as a result, she is the Project Management Trainer for DEA’s Portland office. She has experience working for a variety of federal and state government agencies, including the U.S. Army Corps of Engineers, Oregon Department of State Lands, and the Oregon Department of Environmental Quality, giving her unequaled insight into permitting strategies and agency coordination. Dana has also developed and maintained successful working relationships with permitting agencies, including the Oregon Energy Facility Siting Council and Department of Energy staff.

Blaine Graff, P.E., project manager

Blaine has more than 30 years of experience in power plant planning, permitting, design, and construction. He began his career in construction management before switching to the licensing of hydroelectric projects and dam safety programs. Later, as a developer of non-utility power plants, he was involved in every aspect of planning, permitting, construction and operations for both renewables and fossil-fueled projects.
